This is an initial overview of the ONE-Manchester Digital Challenge bid with further information about some of the individual components including Digital Action Places, NetStart and the Matrix delivery model.
ONE-Manchester is about taking the experience gained on innovative Digital Inclusion projects like Eastserve and mainstreaming the approach so it can be applied to other locations across the City-Region. The aim is not only to have an all inclusive Digital Strategy covering all 2.5 million people living in Greater Manchester but also to provide an exemplar methodology that can be made use of across the region, the country and internationally.
The overall objective of ONE-Manchester is to provide citizens and businesses with the means including capability, connectivity and content to use Digital Technologies (e.g. computers, mobile phones, digital TVs, assistive technologies in the home) to transform their lives. Specifically, there will be a focus on the technology and applications that are needed to enable delivery of Local Area Agreements (LAAs) in each local authority area.
ONE-Manchester will provide a highly personalised range of services linked to an individual/organisation’s needs and choices. For the purposes of the bid we will show the effect through a number of Archetypes (e.g. lone parent, home worker, new business start up, creative community group) or other appropriate examples which reflect the diversity of the city-region.
ONE-Manchester will have a geographic focus based on Digital Action Places (DAP) which will be provided with the resources and processes to deliver personalised NetStart Programmes to local residents and organisations.
The NetStart Programme will provide residents and organisations with the capability and connectivity to access content and services that will be relevant to them. The precise size and shape of services will depend on need and the funding available but the aim is to enable them to be focused on local needs with delivery on the most flexible and adaptable basis possible.
A further innovative aspect of ONE-Manchester will be the Matrix Infrastructure. This will provide the necessary connectivity (the “IP-City” with everyone, everything and everywhere connected using IP – Internet Protocol) and content/services access mechanism (MyCommunity Gateway) to enable users to get to relevant content/services.
